中国机场如何才能走出困境

    编者注:机场是一个垄断的特殊行业,同时机场又是国家安全的保证。从国家安全及民族利益出发,本人不赞成“机场直接利用外资或境外上市”,主张间接利用外资及学习国外的先进管理经验。就中国机场如何才能走出困境与大家进行讨论,本人的主张就算是抛砖引玉。 

  今年以来,民航业重组的话题已被炒得沸沸扬扬。6月4日,中国民航总局副局长鲍培德有关鼓励有条件的机场直接利用外资或境外上市的言论一出,管理层力求通过资本市场拯救国内机场于水火的决心就昭然若揭了。(自90年海湾战争到科索沃再到阿富汗,战争以从地面转到了空中,本人断定:今后的战争将在空中或空间进行,战争的目的也发生了根本的转变,将领土占有变成思想控制。你不服从,我就利用空中优势,摧毁你的经济命脉,让你的国家经济倒退50年,把你的人民推入水深火热之中,逼迫百姓造反,最后让与我们有相同理念的人执政。如果我们国家想走“资本主义”,那么开放天空也就无可蜚语。)

  资料显示,我国目前共有民用机场186座,有航班飞行130个城市,其中、真正盈利的不足10座,且大部分集中在东部沿海地区。在长期计划经济体制下,对于直接隶属于民航总局的中、西部绝大多数中小机场来说,“扭亏为盈”只是一句老生常谈。今年2月,随着民航业重组方案的出台,机场属地化管理已呈大势所趋。属地化管理的直接结果,便是民航总局不再为亏损机场背负沉重债务。而面对手头往往并不宽裕的地方政府,亏损机场也走到了穷途末路。

  目前,国内A股市场、机场类上市公司仅为三家,分别是深圳机场(000089)、上海机场(600009)、厦门机场(600897)。2001年,在全国机场旅客吞吐量、货邮吞吐量、飞机起降架次分别同比增长11.3%、9.7%和10.4%的较好形势下,三家上市公司业绩均有所增长。其中,深圳机场每股收益达0.624元,名列沪深股市前茅(根据本人对深圳机场财务报告分析,深圳机场的利润包含机场[集团]利润,如果扣除只有0.2元/股)。

  能取得这样的成绩,主要是自然垄断行业,盈利多半还是靠天时地利。华泰证券综合研究所行业部的陈晓翔认为,人流、物流的多少对于机场经营起着决定性作用。以深圳机场为例。去年,按客运量排名,深圳机场名列全国第四,全年共实现航空器起降87873架次、旅客吞吐量777万人次,分别比上年增长18.37%和21.05%。 “有了持续高涨的人流、物流,机场的稳定收入就有了保障。”陈晓翔对记者说。从历次深圳机场公告中可以看出,深圳机场充分发挥了邻近港澳和国内唯一的海陆空联运机场的优势,利用公司经营管理的福永码头,不仅开通了至香港、澳门的班轮运输,还积极筹建航空物流园区,最大限度地在以深圳为中心的100公里半径内实现客货全流通。“这种客货充分流动的机制,很大程度上取决于深圳机场优越的地理位置及深圳市连续多年的高经济增长率。”陈晓翔说,“但应该肯定的是,发展航空物流业是对机场单一盈利模式的有效创新。”

  天时地利也给上海机场带来丰厚收益。作为拥有虹桥、浦东两大国际机场的上市公司,2001年实现净利润5.67亿元,每股收益0.401元。两大机场全年共起降飞机194070架次,旅客吞吐量达2066万人次,货邮吞吐量100万吨,分别同比增长20.89%、16.83%、13.78%。此外,去年,五国元首峰会、APEC会议等重要国际会议在上海召开,带给上海机场的,并不是简单的经济利益能够衡量的。 值得注意的是,由于机场类上市公司占尽天时地利,在主业稳步增长的同时,“副业”也有不俗表现。深圳机场股份公司董事会秘书谢爱龙向记者证实,2001年,公司参股的两家公司——国信证券和深圳创投,均有丰厚回报。其中,从前者获取9255.6万元,从后者赢得2546.6万元,这两项对外投资共实现净利润11802.2万元,投资收益率达16.4%。

  而上海机场2001年年报也显示,公司持有上海烟草集团虹桥机场门市部60%股权和北京华创投资管理公司20%股权,连同其他投资,去年共获投资收益6836万元。

  由于问题多多,上市机场未来叵测。业界在肯定上市机场业绩的同时,对于其存在的问题也颇多微辞。首先,国内机场类上市公司不同程度地存在概念炒作的嫌疑。以厦门机场为例,自1996年上市以来,“三通”概念屡次出现在公司公告和年报中,但这个带有明显政治色彩的提法,在刺激股市数年后,终于从其公告和年报中淡出。2001年,厦门机场仅实现净利润5100万,每股收益不足0.2元。而深圳机场年报中多次提及的航空物流园区(本人对此项目有专文论述)直至今年年初才正式开工建设,到年底也只预计完成一期工程。

  其次,三家上市公司的控股股东(也是独家发起人)均代表国家持有绝对股权,而由此产生的关联交易、国有股减持等问题已对上市公司有所影响。厦门机场的控股股东——厦门国际航空港集团有限公司持有公司高达75%的股份,而其余九大股东的持股比例均不足1%(最高仅为0.169%)。无独有偶,上海机场的控股股东——上海机场(集团)有限公司持有公司63.73%的股份,其余九大股东的持股比例也不足1%(最高为0.52%);深圳机场的股权分布情况虽较前两家平均,但深圳机场(集团)公司仍持有63.99%的股权,而十大股东中有一半以上(六个)持股比例在1%以下。虽然报告期内,除厦门机场披露了涉及代收代付、借款、租赁等关联事项,另两家均称无重大关联交易,但业内人士仍然认为,股权的过分集中,不利于公司的长远发展。。(注:本人认为,一股独大与上市公司经营业绩好坏没有本质和必然的联系。关键是对控股股东领导班子的选拔任用制度有缺陷。) 

  此外,据知情人士透露,目前,机场类上市公司之所以保持了良好经营业绩,航油的垄断经营功不可没。但记者遍寻三家年报,有关航油的收入,三家均只字未提。这位人士告诉记者,由于航油销售具有极高的垄断利润,所以这部分业务一般由集团控制,在上市公司年报中自然没有反映。而随着中国加入世贸组织,航油的垄断经营迟早会被打破,到那时,还沉浸于业绩增长的上市机场不知可有良策应对?

    本人认为:机场经营最多只能保证企业有微利(0.2元/股)机场要获得更大利润空间只能是围绕机场的垄断增值业务。对亏损机场要扭亏也只能是围绕机场的垄断增值业务。

  如果说,三家上市机场目前尚未步入“正轨”的话,那么,国内众多入不敷出的中小机场,在失去民航总局这个“大靠山”的危急时刻,将不得不面对生存竞争、优胜劣汰的压力。

  桂林两江国际机场宣传部部长刘春元向记者描述了目前公司的处境。据介绍,凭借桂林丰富的旅游资源,桂林老机场(奇峰岭机场)自改革开放后,一直处于盈利状态,1988年,曾一度名列全国四大盈利机场之一。但自1996年10月,国家贷款18.5亿元新建的两江机场投入使用后,盈利时代一去不复返。“现在,我们每年光还贷款就需要2个亿。”刘春元说,“而年平均200多万的旅客吞吐量,也仅能维持机场运营,里外里,机场亏损不言而喻。”

  据了解,目前,在广西的五座机场中(桂林、柳州、南宁、北海、梧州),除南宁机场由于商务旅客的增长,而呈现乐观前景外,其余均尚摸索于遥遥无期的“黑暗”之中。尤其是北海机场,预计今年旅客吞吐量将跌破30万,已无力回天(业界认为,民用机场的理论盈利点应是年旅客吞吐量200万人次)。而梧州机场已于早些时候因无机可飞,被迫关闭。(注:对中国而言,大多数机场要达到年旅客吞吐量200万人次,本人认为并不难,关键是经营理念要创新。)

  除有效市场需求不足之外,设计超前所造成的运营成本过高也是机场亏损的重要原因。据刘春元介绍,两江机场的设计年旅客吞吐能力为500万人次,而按目前的增长速度,达到这一设计标准至少要等到2010年。因此,达到设计能力之前,机场每年要多付出巨额偿贷成本。

  至于属地化管理后机场的出路,刘春元表示担忧。地方上对于机场这块“弃之可惜、食之无味”的“鸡肋”,肯定不感兴趣。而现在正被热炒的“联合上市”也是前景堪忧。“很明显,仅就广西的五座机场而言,由于经营业绩差异很大,再加之地方保护主义,上市前的重组工作将变得极为复杂艰巨。而上市后,各机场恐怕也是同床异梦,难保二级市场给予投资者满意回报。”刘春元这样认为。

  记者采访中发现,包括两江机场在内的一部分中、西部机场已开始寻求对外合作,只是目前未有实质性进展。而也有少数机场准备包装上市,或是干脆等靠地方财政,更有甚者,已开始准备破产清算。总之,“背靠大树好乘凉”的时代,对于国内机场已一去不复返。

  在市场经济环境下,上级主管部门的撤出,对于国内机场来说,阵痛是难以避免的。同时也是机遇,除在于机场建设、经营筹资渠道的多元化,更重要的是从根本上解决机场的经营理念问题

  第二,货运代理人也曾投资建立IT系统,但当初它们只是供内部使用。这些标准也很少有共通之处,缺乏全球通信的手段。这样位于一票货物始发地和目的地的两个服务伙伴之间,要想进行电子通信几乎是不可能的。
